maximum water level

What would be the maximum water level for bichirs? I know they breath air. But I know if the level is to high they risk drownding.
I recently came accross a black arowana for a really good price. So I'm getting ready to upgrade the tank. I want it high enough where the bichirs and aro arnt on top of eachother. But don't want to risk drownding a bichir.
 
My water level is at the tip top...my bichir does fine and hasnt drowned yet
 
They won't drown.
 
Give 1-3" at the top to give them room when they come up so they do not injure themselves on the hood. The larger the bichir the more clearance you should give.
