mbu puffer with white spots? (not ick) pictures attatched

so my mbu puffer had ick about 2 months ago, I raised the temp to 85 and put salt in the aquarium and treated him. he never really fully recovered thought and had these white spots kind of like scars. He also has a chizzle on his lip but i think thats from swimming up and down against the glass all the time. one of my friends said it could be hith? what do you guys think

His poop was white and stringy today and it looked like a couple of pearls were attached to it. I'm thinking he might have IPS. Anyone have any input?

I got Metronidazole by seachem and Levamisole Hydrochloride, I'm going to soak his food in it since he is still eating. Just waiting for it to get here. Should I soak his food in it everyday?
 
Anyone know? Getting the Medicine in tomorrow and I'm following a guide from a different forum specifically for puffers. It just doesn't say how often. I should soak his food in meds
