Recently, my arowana got cotton mouth, and after it healed, one of the barb is sticking upward. What should I do to make the it look normal? Should I cut it and let it regrow? or something else?

A little off topic, but I've heard rumors that if the black part where the barbel starts is missing that it'll never grow back. Can anyone confirm this? Or, do they always grow back no matter what?
