I didn't see any brand name...
probably generic chinese. could be good, could be bad.
sellers both have decent ratings.
 
It's about half the cost of name brand fixtures. As long as I get good bulbs it shouldn't make a difference right?
 
only up to a point. good lamps won't help if the ballast catches on fire because of an improperly soldered connection or too small of a wire.

Very very true. I have been an electrician for 10 years, and I can't tell you the importance of buying a proper fixture and THEN placing food lamps in them. Ballasts are a pain in the ass. And cost a fortune.

So...is there a way to tell based of of voltage or something? Are there quality codes or something for the ballasts?

nope. you buy it and take your chances. you can try searching forums for the ebay ID, see if anyone *****es about their purchase going bad. other than that all you have to go by their feedback.
