Micro White worms & Tinny flies on tank surface?

So I was by my buddies house checking out his set up. I noticed MICRO white worms wiggling on the surface or the water and then I noticed some tiny white flies. It seems the are reproducing on the surface of the tank? Has anyone ever seen this b4? I tried to take a pic but they are too small for cell phone to focus on. How do you get rid of something like that? His Rays are FAT and suppa healthy - he only feeds what they will eat and tank looks clean. Says he services filters often? I just dont know - never saw this B4 myself. What do u guys think?
 
There good. They stay in the filter. I have had them for years. Never do any harm.

That's usually from over feeding.. they are harmless and if he's got any kind of dither fish in the tank they should eat them up

I got them in a few of my ponds after feeding live black worms. They don't harm the fish, seem to stay on the surface of the water for the most part. I used dimlin last year. I haven't seen them since that treatment.
 
Daphnia? Seen them many times in pond setups.
 
I'm not sure exactly what they were. I notice them on the walls just above the water line, on the surface. My ponds are indoors, so I'm pretty sure I introduced them with live blackworms that I was feeding a fussy ray.
 
those little buggers are harmless and stay where its really humid being the aquarium so they dont spread through the house which is great! lol
