Moisture in heater

I picked up a used 50W heater today for my 10g breeder tank and I noticed there is a bit of moisture in it... Is this a problem? I don't feel like having my house burn down from an electrical fire :/ I have only bought metal heaters so sorry for my ignorance.

I would like to know also, I have a heater like this, and its been working okay, and never electrocuted me; however I still planned to to replace it.
 
The moisture is usually an indicator that the heater has a tiny leak. Your house will not burn down however you may get a tingle when working on your tank (especially so in salt water). I've had this when I submerged a non submersible heater, particularly Ebo Jaegr heaters. Only submerge them to the water line on the heater and the problem will go away.

I would be wary of the water inside it heating up/boiling and exploding. Just a thought. no experience with that happening though
