Setting a flat bulkhead and/or male-female threaded couplings (as bulkhead) through a hole in a curved plastic pail, drum etc. can be a headache.
Would this stuff be helpful in flattening out the interface for a better seal?
It does say that there's tackiness and adhesion to plastic, but it doesn't say anything about use in/around water.
Yes, I did also read that it degrades including biodegrades, so there's also a question of either a secondary water barrier and/or time as well.

get a propane torch or a heat gun. plastic becomes permeable with heat. Bend it to the desired shape (flat) & let it cool. I manipulate plastics a lot making things at home. If you overheat it or burn it it becomes brittle as sun exposure does to plastics. While its soft maybe hold two flat objects of desired size with a little vegetable oil or something similar against it to retain the shape. If you can pour water over the plastic to cool it quicker or have a helper do that. Be sure to wipe the area after to remove the carbon built up from the flame & drill it to the desired size. The rubber washers will seat nicely & you don't usually crack the plastic if you don't over torque the fittings. Curved plastic sometimes cracks under such stress IF YOU HAVE THE TORCH its pretty easy & cheap.
 
Oh, the oil is to keep the tool used to shape the plastic from ever sticking but I've never had to use it unless it got too hot & at that point the plastic would be weak once cured anyway. Just don't let it get too hot
