Is it for saltwater or freshwater?
For saltwater get Blue LEDs 470-475 nm

you can buy kits on docter fosters or at lfs

Then just any blue LED's or dim white led's would be fine

I used blue cold cathode tubes, they were less than $5 on ebay. The tubes are 12VDC so the most expensive part is a $15 power converter from walmart (unless you have an old transformer laying around) . They turned out looking really cool, plus they were really cheap.
