it looks like a yellow-edged moray
 
I don't think it's a yellow edge. Yellow edge has a lot of spots and no bars.
 
I think it might be a fimbriated moray eel or yellow head. You were close. It doesn't have the yellow head but it does have a similar pattern. Maybe they develop the yellow head when they are older.
 
I think it's a chain link with a little different pattern and a little red tint.
 
The mystery was solved. It's Gymothorax chilospilus or whitelip moray.
