More saratoga problems

My saratoga lost some scales on his back yesterday, at about lunch time, by dinner time i noticed that a patch of scales around the size of a 20c piece on the side of him had raised (like dropsy scales) then this morning i noticed that nearly his entire body was covered with a white see through substance which dulled his colour. whats wrong and how can i fix it?
 
First thing to do is test your water - pH, ammonia, nitrIte and nitrAte.
Also, what size fish, tank, filtration, what water changes do you do and how long has the tank been established.
With this info it will be much easier to offer suitable advice.

IMO poor water quality is frequently the underlying cause of diseases. This needs to be checked and corrected as a first priority.
A broad acting antibacterial may also be of benefit. Read through the sticky threads in this section to get some ideas. Also websites such as this one http://www.fishyfarmacy.com/diseases.html may help you with diagnosis.

The two fish fighting may cause minor injuries or stress lowering the resitance to disease but so will elevated ammonia ot nitrite levels, as will fluctuating pH levels.. The disease sounds like body fungus and will probably respond to tri-sulfa or nitrofurazone.
