Over The Rainbow
We have a 400-425ish gallon pond in south Texas. From March-November the pond never drops below 72ish degrees. From november to march, the pond can drop as low as 45 degrees. We had it freeze over winter of 2010, but only to like, .5inch thick, and it was a really really crazy cold winter for us (el nino or la nina year, don't remember).

We have a massive mosquito problem in the warm months. We have a large powerhead in the pond moving the surface (625 gph), and a large Mag 12 running the filtration system which feeds a VERY small stream. We only have two outlets near the pond, so my original plan of just adding more pumps to move the surface more vigorously is squashed, plus the fact that I like to be able to keep the surface calm enough to see well into.

It will be stocked with fancy goldfish.

What do I do to control mosquitos?
 
Get some mosquito fish. They are basically guppies and are throughout just about every body of water and creek in texas. Go catch you a few and they will multiply and eat all the mosquito larvae.
 
the rossy red minnow aka fathead minnow, is the best mosquito control, better than mosquito fish. They can survive heat in the upper 80's to 90's and near frozen water. They are the common feeder fish at petstores (other than goldfish) and grow to around 2 inches. They will do a very good job of controlling your mosquitos.
 
My neighbor puts rosy barbs in for mosquito control in his catfish/koi pond because they can survive freezing temps. He kept having guppies die over winter, we are at the base of the mountains though:P
