Most interesting puffer in a 140l?

Right now it looks like I'll be getting a 140l (37 gallons) tank free in a few months, and I definitely want to go puffer with it. It's worth noting that it has some unusual measurements: 90x45x35cm (LxWxH), or 35x17.7x13.8 inches. So basically I'm trying to find the most interesting puffer setup I can get in that tank. It'd be nice to have some kind of community, either a puffer community or mixed fish, but if it means getting a more interesting puffer I'm more than willing to keep a single fish. From my experience intelligent animals are more interesting than their dumber counterparts, so I also want it to be as intelligent as possible. I've been looking at a GSP or SAP tank, and both have their downsides. I've only had freshwater aquariums before and I'm willing to go brackish, but it's something I'd rather avoid. SAP:s seems like a fun solution, but the tank will be very crowded if I want to keep the recommended amount of them. I'm also going to set up an 45l DP tank, so I already have that base covered, too.

TL;DR: I want a 140l tank with puffer(s) that are fun and intelligent.
 
a singleton gsp would be a good option. Some other good options would be a congo puffer if you don't mind that he may be more inactive sometimes. Another good option would be 3 female red eye puffers
