I would vote female. Males at that size should be pretty obvious with spotting on the fins and on the face. Fins should also be more pronounced. Here is a pic of my old breeding pair for reference:

here is pics without flash....also it is a mix of a gold mota and a rio copen rtm...it had a shat load of spotting up till 3 inchs then just lost them..thats what got me so confused cuz im not a newbee at this...
