motoro in Fl?

i just got back from my lps. they had 2 motoro rays in a tank. the label said "permit only: no sale". does this mean that we can finally get rays as long as we have a permit?
 
FL has a restricted list and a prohibited list. There is no permit for the prohibited species. You can get a permit for restricted species. But, be aware, there's a pre-inspection of the holding facility before the permit is issued. The state can make unannounced inspections. There are minimum requirements for the holding facility. And, the permit will cost you. Basically, these permits are for breeding facilities, educational institutions, and public aquaria. But, if you can tolerate the hassle, go for it.
