Thinking of buying a motoro x leo male, been sent pics and he looks nice and healthy. Will my 260 (7Lx2.5Wx2H) be big enough to house him for life?

Being a male you should be alright in that size of a tank.

Quick question about filtration.. Tank currently has 3 FX5s and a Fluval U4, inhabitants will be the ray, 3 kelberi peacock bass and an Asian aro.. Will this be enough filtration? Tank is on a concrete Base so no room for a sump unfortunately.

Put an over head sump if you can

Ya idk man that's a heavy stock... I mean I guess you got room on the bottom but I struggle to see any ray in less than 3 wide. Being a male you may cut it close enough but I would be careful on the bioload.
