Moving Emperor 400 to a New Tank

I'm setting up a 55 gallon freshwater tank. It will have completely new sand substrate BUT I'm going to move an Emperor 400 filter (with the established biowheels and ceramic tube media) to it from a well established tank. Will the 55g be ready for fish immediately? I would like to transfer over 5 or 6 fish of about 3" each. Please let me know what you think. Thanks!
 
I'd recommend this. Put the 400 over to the 55 and buy a bottle of Stability. Within 7 days all should be pretty much well. Easiest and most effective way personally.
 
Why would the 400 not provide sufficient bio filtration immediately? I figured since I'm only adding a few fish to 55 gallons of water with a filter that will flow 400 gph then everything would be great. Things will be even better once the substrate gets populated.

Would it matter if the new sand substrate was Carib Sea Instant Aquarium Substrate? See link for info if you're unfamiliar with it:

It takes time for the Benificial Bacteria to grow. There might be millions of BB in the 400 but in an established tank there are billions upon billions. Will the fish be okay and more than likely live....YES. Do you want to make sure that thye live or your best chance of everything being okay....Buy the STABILITY.

It's up to you.
 
You could still see a "mini" cycle.
Would be nice to think that ALL the ammonia would go through the Emp`s bio wheels, but that won`t happen.
Bacteria will start to colonize your new set up in all the areas where flow brings food and air the best.
You should be fine.
Be ready for any spikes with a quality detox(Prime or such) and maybe a WC or 2.
....Stability....
Without it your tank will stabilize in "X" days...
With it, it will still take "X" days.
Use it if you like, or not.
