Wanted to know if I should use the existing substrate I have in my existing tank to cycle the bigger tank the fish will be going in?

ok should I take out all the live rock as well and just leave the existing tank with water until the other tank is ready
Leave the rock in the tank until you're ready to move it in to the new one. Every tank upgrade I've done I've moved everything over in one day (water and all). I also try not to disturb the sand much because you can release nasty stuff. After everything is moved I take the sand out in buckets and rinse it really good. Once it's dry I put it back in the tank and it gets re-seeded from the live rock.
I will also be adding some dry base rock to make up the differance of rock from the smaller tank will that affect the transfer and how long should I cycle the base rock before I add my fish
