I'm moving Saturday and will transport two 7" oscars and two 3" firemouths in fifteen gallons of water. They will be in this container no more than 45 minutes. How should I best keep the water oxygenated so they don't sufficate? Can I just use an air stone? If so, how powerful should it be?

No need of anything.Just move fishes wont die . They can tolerate and live without O2 upto 1 hr or 2 hr depending upon the water content.Make sure that the temperature of the water dont get high.

it's 45 minutes... you don't have to worry about anything. the temp and ammonia level won't be a problem for 45 minutes.

yeah 45 minutes won't hurt them. I have bought fish from a pet store and traveled a couple of hours with no ill effects. I personally move my fish and people I help move theirs in a cooler. That way you can save more water, it's insulated, won't spill, and dark I believe help calm them down.
