Maybe, but it really depends on the size of the tank and the temperment of the turtle. Keeping the turtle well fed also helps. Musk turtles are not big swimmers like basking turtles, they would rather walk along the bottom looking for small prey. But if they were hungry and able to corner a fish, they would probably take a nice chunk out of it. The syno cat might be in trouble because it dosen't swim much and bloodparrots aren't the best swimmers either so it could be risky.
 
I would say that the water level for those fish is too high for a musk..
 
That's too small for any adult turtle out there. But you could keep a hatchling/juvenile in that size tank. You would just need to buy or make something bigger down the road.
 
I dont think based off the size its a good idea for the well being of the animals. however if provided with a large enough tank or whatever it could work
