A tricky one but I would say male.
Most orange rivulatus females have some white on the dorsal fin edge and this one does not. I have seen some stunning female rivs, that look very much like males.
It would be a lot easier if the vent was visible but I'm going with male.

It appears to be male to me.
The tips of the dorsal and anal fins come to points in males, are more rounded in females.
The oblique markings in the dorsal and anal fins have solid color, in females much less, almost transparent.
And the head profile is quite steep and bulbous, another male trait

I say it's a male, the bright blue markings and long pointy trailers in the unpaired fins suggest that it's male.
