MY ARAWANA IS HAVING A PROBLEM

Hi, I have a red gold Asian arawana , the size is medium ..I change my tank water half of it as always..My arawana suddenly started to breath heavily and stay at top of the tank.Aftwr few hours, my arawana is moving but my arawana sinks and goes up again and it's not using pectoral fin ....it's moving slowly and sometimes go bottom of the tank and stay at one place..

When do you do water weekly, biweekly, or monthly?
Are you using a dechlorinator during the water changes?
