I just moved to an apartment in a different county and recently I found out that the county I live in gets water from wells and has high calcium?? The toilet in here not the bowl but the part that holds the water in the back hass build up and made the insides black. The people here says it is normal here??

Well I was wondering would this water be alright to keep fish? would there be extra procedures in making this water ready for an aquarium?

I think most of the country has that problem. Calcium carbonate causes hard water. It's from the limestone around. I'm sure your other place had hard water, but you didn't realize. Maybe the place you lived had a water softener. It should be ok. You could get a water softener, but that will raise the sodium in your water. I guess people suggest adding salt anyways, so that should be fine as well.

are you talking an RO system or some add on stuff in the water, for a big system the R O is very expensive to maintain
 
Just a regular water softener. It uses salt pellets to soften the water. I think they have potassium chloride pellets you can use as well. You buy 40 pound bags of salt at walmart or wherever. It also helps to keep the white hard water spots off of dishes. It actually depends what fish you're keeping, because some prefer the hard water.
