My cuz needs help

Hows it going everyone? Heres the deal, my cuz has a 15g that had 7 guppies and well that didnt last long, they bred and now she has around 40 babies....i think. Never the less, she turns off her air pump every 3-4 days (she thinks its good for the air pump) and leaves it off for 3-4 hours. Yesterday night she turned it and turned it on today. Well, all her fish are lying on the gravel, she said after she turned the air pump on that they became a little bit more alive but they're still on the ground. She has had those babies in there for weeks. It could be a slight enough ammonia spike that only now has it started to affect them........but IDK what else to tell her. Any thoughts? Thank you.
 
Yes as was said leave that pump running. Tell her mine has been on my 65 for ten years and never shut off. Th.ey are designed for this, you can get some nasty bacterial pockets from shutting aereation off like that.
