This was the easiest DIY thing I've ever done. Here's what I used:

1 blue rope light from Walmart: $8
1 all-glass aquariums 12" fish tank light: Got it from a friend for free
1 strip of duct tape

I pretty much just gutted the light assembly and shoved the rope light in there and secured with a little duct tape lol. Here's a pic of the final result.

I gotta say, I've been trying for a few hours to get a good shot but it's either too bright or too dark in my house and I only have a cell phone camera lol. It does look super good on the tank though.
 
Great idea! When I saw this post it got me thinking about making one, but not having an extra light fixture, I thought of the idea of using a piece of gutter for housing (less than $7 for a 10' section and cut it to the length of your tank) and putting end caps on the ends. A hole could then be bored out of either the end or the back for the power cord for the rope light. I haven't tried it and I'm just getting into fish keeping but seems like it'd work. Just thought I'd share.
