Get or make an airtight box. Acrylc works well here. Install a pipe on the bottom with a shutoff valve. The bottom of this pipe dictates the water level. Install two more shutoff valves on top. Connect your water supply to one of the top valves. The other top valve is pressure relief. The topoff has to be at a higher level than the tank or sump-whatever its being topped off, although not neccessarily directly above. Put the bottom of the pipe at the desired water level. Close the bottom pipe valve. Open the top valves. Fillerup. Close the top valves. Open the bottom valve. Done. It's been around forever, no moving parts, rock solid dependable.
