Pretty sure that food Is garbage, try NLS or omega one, also tank looks filthy, high nitrates will slow growth not to mention ammonia and nitrite. Do u do wc Atleast once per week?

Hey niks. Does he actually eat the worms? In the picture there are a lot that uneatin. And maybe try a different food and worms more often. I am feeding my rd hikari bio-gold, Ching mix. An worms about twice a week. And he's about 4.5 inches now

Its possible it has worms/internal parasites but its also possible you just aren't noticing its growth. Its only been a month and that amount of growth might not go too noticed.
I notice stress marks on the little guy. Check water condition & temperature. I keep my water at 86 F...more active & eat more at higher temp.
