Yea I. Forgot to mention that use one 18 watt preheat aquarium tube and one PL 36 watt for lighting and for CO2 I use sugar and yeast .and also for fertilizer I use aquabloom plants liquid fertilizer....

Not really sure what you mean when you described your lights, but I will say this. Watts per gallon is a terrible rule and doesn't really apply anymore. What kind of bulbs are they that you are using? T5, T8, T5-HO, Compact, ect. And how far from the bottom of the substrate are the lights? And how is the reflector on the light system? Those factors all combine in determining the amount of light that you are giving to your plants.

As far as the fertilizer, what's in the thing you are using? And how often are you using it? Plants generally need a source of Nitrogen, Phosphorus, and Pottassium, alongside trace elements like iron and calcium.

How large is the tank as well, and what is the flow like? Depending on the size of your tank, it has been shown that DIY co2 is not effective. Its not impossible to grow plants without co2, but knowing that does mean that you have to adjust the balance of your lighting, your fertilization, and your carbon input to equal eachother, otherwise you will get terribly algae blooms or just dying plants.
