My friend needs help!!!

Hey guys so my friend has this 20g tank, hes had it for a year now and it was working well for like three months and then he started to get all this green (algea i would presume) and some black stuff so his fish died and he did clean it and bleached the tank and got new fish and the same thing happened. What should he do......?
 
well the algae isn't dangerous and that can be fixed by scrubing the tank, or buying fish that reach a reasonable size for a 20 G (NOT a common pleco) that eat algae. I can't really help with the black stuff cause I have no idea what that is. How often did he change the water? Poor Water Conditions could easily explain why the fish all died.
 
Thanks and i dont know what the black stuff is either and could it be the tank and he said he changed the water weekly and cleaned out the filter, it would just happen randomly but maybe he didnt have all the right conditioners and equipment.
 
sometimes just changing the water isn't enough. Tap water has chemicals like chlorine that needs to be removed by using a type of conditioner. Another thing could be a large change in the pH of the tap water. say it goes from 7.8 to 6.2, the fish wouldn't tolerate this sudden change and get pH shock, that could also be the culprit.
 
well, a cheapo UV fliter would clear up your algae, is it close to a window or have alot of light? When he scrubbed his tank, did he let it cycle, black stuff could be ammonia burns.

Tell him to get a dog.
If he wants to keep the tank, tell him to get a very small dog that will fit in it.
If the dog turns black and dies, tell him to sell that tank on craigslist.
