this poor oscar is my friend oscar she died and he show it to me like this !!

what is this diseases ?? and what is the cure ?? and what he should do to the tank ?? there is other fish in the tank ( oscars )

A guess would be Aeromonas or a wound that was left untreated and became infected with Saprolegnia. It's tough to sat for sure but those two are good bets. You should star by having your friend test his water, ammonia, nitrites, nitrates and PH. This is generally caused or made worse by poor water quality. Do a 25% water each day for the next week. Vacume the substrate with each water change, clean the filters in some tank water and add 1 tablespoon of salt per 5 galons of water. Remember to raplace sal removed by water changes to keep the level constant.

If the other fish start showing any signs of infection, post water parameters and we can then suggest a med.
 
its not a wound !! the oscar started to lose her peel and the area start to expands !!
the ammonia and nitrites is close to zero but the nitrates is a bit high 1.3 ph is 6.9

he do a water chang 25% every 1-2 week ... he to told me this is not the fisrt fish who died in the same dieases he had a giant goramy and she died the same way in the same tank ... he use sump for filtration
 
Start increased water changes and salt as suggested above. what size is the tank? What other fish are in it?

It sounds to me like this was casued by poor water quality and lean towards Aeromonas or Saprolegnia as the primary cause. It's tough to tell from the photo. 25% water change every 2 weeks isn't enough. He should be doing two 25% water changes every week or at least one 50% water change a week.
 
the tank is 120g there is now 2 oscars in it about 10"

personally i do a 25% a week in my 2 tanks and thats fine but he isn't doing that Systematically
