My gar is about 20 cm right now and my redtail is about 12 and his head was bigger than the gar's mouth so I put it in the bigger tank where the gar is and I didn't see the incident but the redtail's skin was ripped off. I put the redtail in the quarantine tank and it fully healed but I'm not sure if I should put him in a tank with the gar. Is there any way to stop the gar from attacking?

No it will continue to attack the RTC.
Don't think that will even help. The Gar may feel the RTC is a threat.
about 70 cm the width is about 30cm

I suggest you rehome one of them. The Gar and RTC will outgrow that no time especially the RTC.
Both species deserve to be housed in a large Public Aquarium or a large pond.
