Sexing pulchra is difficult visually, if you have a pair then it's a bit easier because side by side the visual differences are easier to spot.
My guess from these pic's wold also be young male, just because of the arch in dorsal fin and shape of the skull.
As for breeding, to pair snake heads your best bet is to buy several small fry raise them together in hopes that a pair forms . Adding a mate once they have grown past a few inches will likely result in a fight to the death.
If you don't want fighting i wouldn't breed snakeheads lol, even bonded pairs give each other a beating and often kill each other in breeding attempts.
