my heater popped

help just got home and found that my heater in my 75 gallon literally popped like not the glass part where all the heating stuff is at that is fine its a submersible heater and the top popped off and there is a black secretion on the top of my water like a film i have fish in the tank is this going to kill them also smells really funny too please help
 
We have assume that this oily residue is dangerous. I don't know that, but if this were my tank, I'd:
Unplug heater. Remove all debris. Do a huge water change (as close to 100% as possible) and perhaps skim the surface of the tank to remove any oily residue. Add new heater. Watch for distress. If fish look stressed, do another water change. I'd also temporarily add some new charcoal somewhere in your filtration.

I would probably skim the top with a jug of some sort first so whatever it is doesn't get stirred in too much before the water change
 
if the oil is sitting at the surface use paper towels to get most of it before the oil is mixed in.

seriously though. this is the best option, shut the filters off, lay paper towel across the top for a few minutes.

your fish should be okay, just pick up a good brand heater like an Ebo Jager.
