My mono's left pectoral fin not moving!!!

Today, i notice that my mono's left pectoral fin wasn't being used as he swam around. After taking a closer look, i noticed that the fin looked whitish/cloudy towards the base and the actually base looks red, but not bleeding, not like velvet though. My inital reaction was that he was beaten up by the aquarium bully (who i removed), but now im geting a bit concern the more i stare at it, and also noticed small white spots (maybe ich) on the tip of the fin. Im planning to take the up the heat and aquarium salt method for the white spots. But still worried about the whitish/cloudy appearence on the left pectoral fin. Any suggestions?
 
i know everyone is gonna want to see pictures, but not even my 10.1mp camera wouldn't do a good job of showing what im talking about. sorry but please help.
 
it will heal don't worry..My fish have gotten in nasty fights with my dorado and there fins have been pulverized, but they do heal!! dont you worry!!!
 
throw a bit of salt in there and bump the temp a couple of degrees, if anything just as a precautionary measure.
 
is that what it sounds like? should i still do the aquarium salt and up the temp method for the small white spots, im might just be paranoid
 
how much salt should i put, how long should i treat, and do i have to remove carbon filtration?
