Motoros are actually fairly quick growers with females around 12" at 1 yr and males a little less. How old is your ray?
 
The gravel is fine for rays. Nice ray how long have u had him for? He looks a little thin try feeding him more rays can eat more then u think they can.

Not trying to start a debate with anybody, but sand would be better for the ray. Gives them a chance to hide in it if they feel the need to. Amazing how they can figure that out even when they are tiny.
