My new fishes always get Ich in this tank

Every time I add a new mid sized peacock to my 10 gallon quarantine
tank they start scratching against the gravel and other surfaces. My water parameters are always good and I always do step by step treatments with Ich- X. I’m starting to realize that Ich- X never works. I have them in a grow out and notice that they still scratch against surfaces. I don’t want to move them on to my brand new display tank. Is my quarantine tank infected? Is the bacteria that are in the filter floss inside of my hang on back In the quarantine tank immune to Ich-x?
 
Do you actually see Ich spots on the fish, if not I doubt it is Ich.

Now if the tank previously had Ich, it is possible as altums85 altums85 said above.

I actually never see white Ich spots. That’s actually something else I forgot to mention. I’ve never seen the spots but they still rub up against surfaces

That's a common symptom of ich, but if you don't see ich, then it's not ich.

It's a small quarantine tank. I'd drain it and try to sterilize everything.
