My tank is really cloudy.(30 Gallon Freshwater Tank)

So I did a 25% water change a few days ago and it cleared up a bit,but a few hours later it went back to being cloudy,I have my Tetra Whisper Power 30(I know they're not that great but I found it in one of my sheds that I had from a few years ago and it worked so why not lol)and a Aqueon Whisper 40 Filter,the Aqueon is somewhat new considering I got it like 3-4 months ago but it was having some issues with the motor so last night I fixed that(only like a week or two ago it stopped working)and pretty much at a loss because my tank usually shows quick signs of being clear when a filter decides to start working all of a sudden again,do I test the conditions now because that pretty much the only other option i'm left with atm.(Dragon Goby,Bala Shark and Leopard Fish)
 
How long have you had this tank up and running?
 
Bacterial bloom of some sort. Do you keep tabs of your water parameters? Have you changed anything recently (filter media, food, new fish)?
 
I have attempted to let the Leopard Fish try beef heart but I had no success so I took that out.how would I take tabs of water parameters,I do test the Ammonia and pH when needed but I do not know what that means,and I just added the Dragon Goby last night.
 
The Leopard Fish and Bala Shark eat Pellets and the Goby i'm trying to get on Ghost Shrimp.

Water parameters should include ammonia, nitrite, nitrate, pH. Also, use the liquid tests such as API brand. Test strips are not very accurate.

What is your ammonia reading?

Has pH changed?

Good quality pellets are nutritional better than beef heart, so there's no need to get your fish to eat beef heart.
