It doesn't look moist at all? what's his setup, temps and humidity?
 
72 cold end 85 on her basking spot it gets a bit higher if she climbs up a bit, humidity is around 60 she has a fountain and a fairly large water bowl (about to be upgraded to a 1 gallon ). And this is Texas the humidity is fairly high most days to start with.

I know all about Texas humidity lol. You have to remember that inside it is dryer than outside. I would try to up the humidity a bit if I were you
