It is Not normal. You don't have enough nitrifying bacteria. Anytime you set up a new tank you have to go through a bacteria cycle. You one start with a few fish as to get the cycle going. After a period on 2-6 weeks, this cycle will end and you slowly fill your tank with fish. You should try using Cycle or Stress zyme. they both are bacteria in a bottle. monitor your Ammo and Nit levels and eventually they should fall. Also make sure you have enough biological media in your filter for these bacteria to grow on. never wash this media in chloronated water. Alot of people come into my store with Ammo problems and they tell me they washed their bio media because it looked dirty.

Do you already have fish? How big is the tank? What do you have in there? What's your filtration?
 
well I don't know how big your stingray is but they produce a lot of waste (ammonia) Your tank was not cycled by the time you put fish in it takes time for the bacteria to catch up numbers wise on how much is needed to nitrify the ammonia. For now your best bet would be to use ammo Lock or some kind of chemical to detoxify the ammonia. I won't recommend one because I have never used them, somebody else can do that. Another filter would help with your filtration but not quickly. If your water has chlorine in it it needs to be treated before running through your filter. If you have city water you have chlorine. Chlorine will kill off bacteria causing a new cycle.

Side note what type of stingray do you have? A 75 is VERY small to house a stingray. But this is a whole nother subject.
