The first one.
The 2nd is only 3 watts per gallon CF, not too good for what you seem to be going for. The whole reason the deluxe is cheaper is because it doesn't have the same options or lighting as the HQI system.

Also look into a 24g HQI aquapod, they're cheaper with the same overall lighting as a 28g HQI nanocube.
