Need advice, what tank for what piranha...

Hey guys so I need advice. I currently have a 2-2.5inch serra I believe to be a Rhom. I have him in a 20 gallon tank. He does not move a lot though and for the most part just sits in one place. That is ok though because I can see him all the time with where he sits.

Now, I have the chance to receive an Elong within the next week from a friend. He is 1-1.5inch. I also have a 40 gallon breeder that is heavily planted. So When I receive the Elong, should I move the Rhom to the 40 or place the smaller Elong in the 40? I know the Elong is supposed to be a much more active Piranha, which is why I thought even at that small size once he grows a bit Ill be happier seeing him more often in the 40, but then again he is so small I am not sure that I would ever see him even if he is active. The Rhom on the other hand I am worried would just sit in the back of the tank and I would not see him often. What would you do in this situation?
 
By rule thumb piranha requried 20-40gallon per fish to swim in aquarium, with that being said you are in the max out tank for them. All Serra family tend to grow quick untill they hit 5-7" and it will grow slower, depending how well is the water maintain and feed habit.

If im in your shoe it really doesnt matter which fish goes to which tank, but in your case if the rhom doesnt move much then leave him in there since hes in there already. Moving him could cost more stress . I would add power head , dimmed your light so the rhom can get use to the tank. In the wild they in the high current water.

As far as elong they are pretty aggressive piranha, keeping in the 40g breeder is good. IF you can, once both fish get to 4-5" get them 75gallon each minimun.

Thanks ya I plan to upgrade the tanks for them when they are larger. These are just grow out tanks. The Rhom has been in his tank for 3 months now. He feeds well and does not act scared. When I put my finger up to the tank he will sometimes come up to it. He just sits still throughout the day.
 
Keep rhom in the 20g.. you described it as it is already comfortable in it so why ruin that? 1 stressed fish is always > 2 stressed fishes.
 
Honestly these 2 fish are so small that i would divide the 40 breeder and put one on each side....no use setting up both tanks until these fish get comfortable and get some size to them
