Need Advice

First off i would like to say that this is an awesome site!
I'm not new to aquariums but havn't had one in about 5 years
I am wanting to start a primitive tank but don't really know where to start. My tank size is limited to a 20or29L tank. I do know that i would like sand as a substrate if it is logical, i have read good and bad things about it. Any ideas for fish, substrate, and scenery would be great! Thanks in advance!

Oh and if that doesnt work out then i would like a tank with a predator or two

20-29 Liters or Gallons? Either way, I think it's way too small for Primitive Fish.
