i rinsed the bag, and black carbon like powder mixed with water keeps coming out no matter how many times i rinse it. is it suppose to be like this? is it safe to put it in filter?

Yes, it's supposed to be like that. Follow the directions which say RINSE LIGHTLY, then place in filter. By thoroughly rinsing, you're rinsing out all the good stuff.
