need glue

I need or at least my friend needs glue that drys under water.

I have black algae in 1 tank that has black gravel and I hate the stuff he has a tank that has little black algae and he wants some. My Idea is take some of my black algae covered gravel and glue it to his holly rock. I was wondering what glue should we use.

Can't you just pour your gravel on an around the rock. I don't really see the need for glue.

sorry forgot to mention he wants the algae all over (if it can get it to look like a checker board) and he has black sand (I have black grave) and it would drive him crazy seeing gravel in his cichlid tank
