2x4s or 4x4s, screws, wood glue, and a circular saw. If you want to do more intricate cuts you probably need something else, but you can get away with just that I think.
 
It's hard to find 4x4s that aren't bent, bowed or twisted... which is why it is much more common to simply use 2x4s and double them up when necessary...

Take your time, measure twice cut once and make sure the thing is square...

Design it so wood supports wood... avoid letting screws hold a ton of weight. The screws should be used to hold the wood in place, not to hold the weight...
 
Put the horizontal supports (where the tank rests) on top of the vertical supports, don't just screw them to the sides of the verticals.
 
take some advice don't spend the extra money on 4x4's if you get a good plan in the internet there is absolutly no need for them
