Need help identifying what this is on my end. bichir

I've had this now almost 4" endlicheri bichir for about 3 months now and about a month ago I saw this red dot on his/her tail. I didn't think much about until the dot suddenly got bigger. I then ignorantly decided to physically, but softly, remove it with a net. The very next day the red blob grew back! A recent picture is provided below. I'm guessing its blood oozing out but I don't know. He/She's currently housed in a temporary 30gal that's been set up for 3 1/2 months now. I change about 20-30% of the water every other week. I usually feed my bichir hikari sinking carnivore pellets, hikari ocean plankton, and Sally's frozen bloodworms.

I don't think its blood. I have never seen a fish fin bleed, so Im guessing fins do not have a blood supply. I have no idea what it is, but if no one knows I guess you could just cut it off with a scapel.....like a surgical excision. The little piece of fin should grow back. It's kind of like a if the fin were nipped by another fish, they grow back.
 
I dont know what it is Water quality could play a factor as I'd recommend to do 50% once a week at least on all tanks especially polys....I'd post in the diesease thread see what you get
 
Kind of blanket response here but worth doing... add some extra aquarium salt with each water change. I add 1 rounded tbs per 5 gal with my endlies. If its a parasite the salt might help. If its bleeding the salt helps fins heal better. Certainly agree with posting this in the disease thread as well.
