Need help IDing this colubrid

I've been keeping ball pythons, garter snakes, banded water snakes, and several other colubrid species for several years now and I've been herping for as long as I could remember but this one just stumped me. i was herping today and caught this little guy and a juvenile great plains garter literally 6 inches from each other. Now im stumped what is she (I already popped her) Im thinking some kind of water snake or possibly rat snake? any ideas his back reminds of a garter but i have never seen an all brown garter, that and his head is short and wide unlike a garter

Ya I was leaning towards some kind of garter morph as well
 
Ya I just googled patternless common garter snake and the pictures I saw look exactly like my specimen.

Did you find it in Chicago? I did not look at your location until now. If you found it up there it is not a Virginia striatula since they are found much farther south.
 
its a Storia dekayi i looked into it and its defianatly a positive Storia dekayi
