need help painting my stand

hi guys i need a lil help paiting my stand should i sand the old color off or should i prime it and i wana do it black what paint is best for this type diy thank you guys

I don't know if what I did was "best" but it's worked out for me. I had something similar to that I bought used, all I did was clean it up real good, got a paint and primer in one style of paint, and went to town. It turned out very well and I'm happy so far!

give it a light sanding to roughen up the finish(220 grit or higher)

I like to paint stands with an outdoor paint or bathroom paint to help reduce mold with the moisture around a tank
