NEED HELP! Will melafix fix this?

It couldn't hurt but the tissue does not look infected so clean water should be good enough for healing.I would remove it from that inner tank if at all possible as it may injure it's self more in such a cramped space.
 
Clean water and salt should do it. He doesn't look too beat up. Nice fish! :)
 
Just keep the water clean. I don't know about a 5 gallon quarantine tank if the cause was a 10 gallon tank making him rub. Hopefully you've got him in an area where he isn't being bothered so he doesn't get spooked at all. Hopefully you can get him into a larger tank soon, I think it'd help him heal quicker (as long as he doesn't have any aggressive tankmates picking on him).

a bigger qt tank with salt and plenty of water changes will do the trick.
