What I have noticed is that bichirs get cloudy eyes from two things: poor water quality or injury. Normally when it is an injury, there would be only one eye infected, so this seems like a water quality / pH issue. Your nitrate is very high, so maybe cut back on the feedings, but I have a few questions until I make that conclusion.
My questions are:
What is the pH? (like what kno4te kno4te said)
How long has the tank been running for?

thank has been running for about 2 years and PH is 7.4
