Need Help with Cloudy water and film build up on top.

Yes I need some help with my tank. I recently replaced my gravel bottom with sand and did a complete water change to my 55 gallon tank. It was cloudy at first but cleared up completley. After about two weeks my water has become a cloudy white color and a cloudy film has built up on the top of the water. I changed my two carbon filters out with new ones a day ago and no change has occurred in the clarity of the water or the film on top. I have four red belly Pacu and one 7" Common Wolf Fish. Can somone help? thanks.
 
You may have "messed up" your bacteria/algae colonies with the new substrate and complete water change. This is probably a bacterial bloom.

But before you do anything, besides a water change, check the water quality, ie. amonia, pH, nitrite, nitrate. You might need to kick start the micro organisms by putting some current filter media from another tank in your filter.

I'm also sure you get some more advice here soon!

Another thing you could do is when performing a water change, skim the water off the top with a water pitcher instead of siphoning it off the bottom.

I have done this before. I just use my python thou. Just get your suction started and turn the python upside down. And use it to skim off the top.

Also you have 4 pacu and a wolf in a 55. What kinda filtration do you have. All of these get big and can be very messy eaters.
